Cycling between captions during gallery creation requires three tab thumps

Once upon a time, you could jump between captions with one thump of the tab key. In 4.0, that changed to two thumps. The first tab thump focused the thumbnail, the second proceeded to the caption. Perhaps this was done for accessibility as well.
