Grant default theme commit to @ianbelanger

I need to get theme commit access for @ianbelanger to manage work on the default themes. Our most recent two theme committers have had to step back and they worked with him directly to do some training/hand off. I will make sure to share the following documentation with him as well:

Renato is a several-year contributor to both projects. He will be working on merging his WP-CLIWP-CLI WP-CLI is the Command Line Interface for WordPress, used to do administrative and development tasks in a programmatic way. The project page is http://wp-cli.org/ https://make.wordpress.org/cli/ work into the bb’s, and I expect him to stick around once that work is complete.

We had the Uncle Ben call together last week to set expectations, and he has secure passwords on all of the relevant things.
