As per https://meta.trac.wordpress.org/ticket/1639 can we update all of the Trac instances to have default_charset = utf-8?

A number of TracTrac Trac is the place where contributors create issues for bugs or feature requests much like GitHub.https://core.trac.wordpress.org/. instances are set to default_charset = iso-8859-15.

My suggestion is to add default_charset = utf-8 to common.ini. We can then remove it from all of the individual site configs (and make sure they include this file).

Out of the 31 tracTrac Trac is the place where contributors create issues for bugs or feature requests much like GitHub.https://core.trac.wordpress.org/. configs, looks like 12 include common.ini. Looks like the definitions in trac.ini take precedence over the common.ini definition.

I checked the examples provided in the linked ticket and the issue appears to be resolved. Please take a look and let us know if there’s anything else you need for this request.
