I have a question about rebuilding a locale…

I have a question about rebuilding a localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/ package. What happens if we rebuild Japanese 3.8 package now? Will users see any update notifications or have other issues?

The reason I’m asking is that Microsoft Japan wants IIS package (used for Windows Web App Gallery & Azure installer) rebuilt at some point because of some XML changes. https://i18n.trac.wordpress.org/changeset/22717
I’m wondering if I can just rebuild the package without affecting users, or I should wait until 3.8.1.

(Also, the XML file doesn’t require translation anymore)

Can we improve support for the IIS releases…

Can we improve support for the IIS releases? For example, show IIS versions automatically on the Releases page?

For Hebrew, I add the link to the IIS version to the release post, but it cannot otherwise be found on the site.

There is a way to put the italian IIS version on wordpress.org or we continue to keep it on our website?
