Adding locale Forum to es_VE

Hi everyone. In es_VE we’re having issues with HelpHub articles. You can see is missing “support” part in the URL of this one https://ve.wordpress.org/article/formatting-date-and-time/. It seems that this issue is caused by not having forum activated. As I said in https://meta.trac.wordpress.org/ticket/4877#comment:5, it would be great if you activate the forum to fix this issue and, if is possible, also using this to discuss topics related to our communities, especially translation, meetings and other topics about WP collaboration (not for Support, Spanish forums are great, and we encourage going there to anyone who ask)
