I would like to request a new WordPress locale for Hiligaynon.

Hiligaynon, also commonly known as Ilonggo, is one of the major languages of the Philippines and is spoken primarily across Western Visayas and parts of Mindanao.

According to the Philippine Statistics Authority’s 2020 Census of Population and Housing, Hiligaynon/Ilonggo was the third most commonly spoken language at home in the Philippines, used by approximately 1.93 million households, or 7.3% of households nationwide.

Despite the size of the Hiligaynon-speaking community, Hiligaynon does not currently have its own WordPress locale. I would like to help establish the Hiligaynon translation project for WordPress and encourage other Hiligaynon-speaking WordPress users and contributors to participate.

Hiligaynon uses the ISO 639-3 language code hil, and there are already established Hiligaynon localizationLocalization Localization (sometimes shortened to "l10n") is the process of adapting a product or service to a particular language, culture, and desired local "look-and-feel." efforts in other open-source projects such as Mozilla.

I would be happy to help coordinate the initial translations, establish translation guidelines and terminology, and encourage other Hiligaynon-speaking members of the WordPress community to contribute. I am also reaching out to other Hiligaynon-speaking contributors in the Philippine WordPress community to help establish the initial translation team.

Please let me know if any of the proposed locale details, particularly the plural expression, need to be adjusted before the locale is created.
