A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/. (The Emoji locale is more like a test locale – I’ll handle it myself when I get around to it.)
  If some (usually less active) locale teams don’t respond, then I may step in and make a decision on their behalf, usually after at least two weeks have passed.
