The plugin integrates Contact Form 7 with MAX Messenger (a Russian messaging
service by VK), so the primary audience is Russian-speaking. I’m a native Russian
speaker and the plugin already ships with a complete ru_RU .po/.moMO files MO, or Machine Object is a binary data file that contains object data referenced by a program. It is typically used to translate program code, and may be loaded or imported into the GNU gettext program. This is the format used in a WordPress install. These files are normally located inside .../wp-content/languages/ translation

so the plugin is shown as 100% translated in the directory and language packs
