New Locale Punjabi

Hi Polygots, I’ve read the documentation that explains how to add a language.
I’ve also checked the language is not available at https://translate.wordpress.org/
I want to add a new localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/ ‘Punjabi’ being spoken in Pakistan.
Wordpress supports Punjabi in Gurmukhi Alphabet used in India only, while in Pakistan written in Perso-Arabic Punjabi Alphabet.
I have been leading the effort to get WordPress translated into Punjabi.
I have three persons of team (Rana Zubair, Malik Asam Awan Tipu, Imran Shahzad Rai).
