This is where you can download the source code for WordPress core, plugins and themes as well as the central location for community conversations and organization. https://wordpress.org/ account and suggesting translations (more details).

I helped a Chinese translation of a wp-statistics pluginPlugin A plugin is a piece of software containing a group of functions that can be added to a WordPress website. They can extend functionality or add new features to your WordPress websites. WordPress plugins are written in the PHP programming language and integrate seamlessly with WordPress. These can be free in the WordPress.org Plugin Directory https://wordpress.org/plugins/ or can be cost-based plugin from a third-party, I found some terms (ex.
Word, City, Referrer …) are not translated in the plugin dashboard, still in English, but I’m sure I translated them in the plugin translation page, I checked wp-statistics-zh_TW.po in my site (already synced), but I can’t find those terms in this file, so what’s the root cause ?

They can extend functionality or add new features to your WordPress websites. WordPress plugins are written in the PHP programming language and integrate seamlessly with WordPress. These can be free in the WordPress.org Plugin Directory https://wordpress.org/plugins/ or can be cost-based plugin from a third-party itself is currently at 91%.
Note that a translation package will be created and distributed automatically, but only when at least 95% of the stringsString A string is a translatable part of the software. A translation consists of a multitude of localized strings. in the code are translated.

It’s possible that the plugin contains some strings that are not prepared for translation. If that should be the case, then I suggest you contact the plugin author via the plugin forum at https://wordpress.org/support/plugin/wp-statistics
