However, plugin page lists US English, Canadian English, Spanish (Spain).

How do I get the French / Russian / Spanish translations listed on plugin page?

You can use import of those lang/*.po filesPO files PO files are human readable files which contain translations we use. These files are not used by WordPress itself. Each language will have its own PO file, for example, for French there would be a fr_FR.po file, for german there would be a de_DE.po, for British English there might be en_GB.po. into

Select language, Select branch (i.e. Stable), use import link at the bottom of page.
You will import translations as ‘waiting’, someone from appropriate language team will need to check and approve it.

Please. Don’t use Google, Bing, or some other robot to create and upload translations to languages you simply don’t know.
Those systems are great to get a grasp for what a text is about, but they have no clue about what style and terminology various localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/ teams want to use, and you create unnecessary amount of work for volunteer editors that will have to read through all your submissions and figure out if at least some of the stringsString A string is a translatable part of the software. A translation consists of a multitude of localized strings. would fit.
And, if you don’t know the target language, then you can’t really be bothered about feedback from the same volunteer editor.

(Did you know that you in Slavic languages use different forms for 4 and 5, and that 21 uses singular?)

    I tried _n() but it did not work.
    
    It returned a stringString A string is a translatable part of the software. A translation consists of a multitude of localized strings., not an array. _n() only works if the number is known before calling JS. I am counting localStorage items, unknown until JS reads them.

      I had to revert translation updates.
      
      Updates required WP 5.0. GutenbergGutenberg The Gutenberg project is the new Editor Interface for WordPress. The editor improves the process and experience of creating new content, making writing rich content much simpler. It uses ‘blocks’ to add richness rather than shortcodes, custom HTML etc. https://wordpress.org/gutenberg/-phobia is keeping half of WP users from updating to 5.0.
      
      My updates included other fixes.

A project translation editor can approve strings that are added by translation contributors.   I thought I uploaded two German translations before. I uploaded formal tonight, but now I see duplicate translations.

    I had a quick check (again – I’m not on the German team).
    In the default version there seems to be two uploaded translations. The one for “Stable” is formal (Sie), which is wrong.
    But the translation for Development version is correct (du).
    
    So whoever from the #de_DE team (perhaps @pixelverbieger ) that checks these translations would be better off by checking the “Dev” version first. The reason for this is that whenever a translation of a stringString A string is a translatable part of the software. A translation consists of a multitude of localized strings. is confirmed, it is automatically propagated (forth and back) between Dev and Stable if exactly the same source string is present in both versions. And then the propagated confirmed string will “kick out” any waiting translation for the same string.
    
    In general, the best approach is when translations are suggested/uploaded by the person who actually made the translation. It enables feedback and more efficient work with translations. Whenever a translator show stable enough quality (as measured against agreed terminology, style, etc.) the language team will be happy to make him/her a translation editorTranslation Editor Translation editors can approve translations for projects. The GTE (General Translation Editor) and LM (Locale Manager) roles can add new users with the "Project Translation Editor" role that can approve translations for specific projects. There are two different Translation Editor roles:
    General Translation Editor and Project Translation Editor, so that their translations will be approved immediately, instead of become pending for approval.
