The code “cat” may be tricky, since, according to ISO 639-3ISO 639-3 ISO 639-3 code is an international standard for language codes in the ISO 639 series. It defines three‐letter codes for identifying languages. this code denotes Catalan, which already is present and maintained in our system with the localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/ code “ca”.
Are the differences between Catalan and Valencian big enough that a separate locale is needed?

You’re right that Valencian and Catalan are under the same ISO 639-3ISO 639-3 ISO 639-3 code is an international standard for language codes in the ISO 639 series. It defines three‐letter codes for identifying languages. code, but they’re legally considered as different languages.
In fact there’s a similar situation in WordPress with the “bal” localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/, which belongs to the Balearic Islands, this language is also quite like to Catalan.
For that reason we’d like to have the “val” locale to begin with the translation project.

    In that case we could manage with the “va” code without any problem. I think It’s free to use.

  Actually, the code “bal” would not have been issued today for Balearic islands, since that code also is already denoting a totally different language.
  Further, “Balearic” seems to be totally dormant. At some point, long time ago, someone translated a few phrases, but everything is very far from ever being released. There’s no people, no team, no translation happening for “bal”.
  And that’s why I asked above. Is the difference between Valencian and general Catalan big enough that you’ll be able to gather and maintain a team for Valencian?
  It’s quite possible that the answer is Yes. And in that case, obviously, we’ll set things up. I guess you’d then arrange a cooperation with the “ca” team, more or less in the same way that “de_DE” and “de_CH” cooperate today. (They usually try to first translate de_DE (default-informal), then they adapt that translation for de_DE-formal. In the next step, de_DE-formal is adapted and used to make de_CH (default – formal)…

A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/ created similar to Catalan. We’ve already configured a project team to translate and set up WordPress as CMS for the public school network of the Valencian Communitiy. This project It’s not likely to be abandoned on the mid-long term.
In other translations projects we’ve codes like:
-va
-ca_VA
-ca-Valencia
-ca_ES@valencia
Any of them is ok four our purposes.
Actually you’re right in the fact that we’re going to use many translations of the “ca” project but, taking into account that they’re different languages, we really need this new locale.

I actually think that this request would be better acomplished by adding a new variant instead of a new localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. A list of all locales supported by WordPress in https://make.wordpress.org/polyglots/teams/. This is, for example, how Valencian
is handled in many other Open SourceOpen Source Open Source denotes software for which the original source code is made freely available and may be redistributed and modified. Open Source **must be** delivered via a licensing model, see GPL. projects:
Both @cubells and I (we’re both from Valencia) are happy to keep up-to-date the base translations for the Valencian variant for WordPress coreCore Core is the set of software required to run WordPress. The Core Development Team builds WordPress. and default themes the same way we do for other projects mentioned above, and then apply any extra contributions that mtgimenez wants to apply.

  there’s no problem for me. If that’s the case the schema that @tobifjellner explained before (de_DE/de_CH FORMAL/INFORMAL) could work for us with a code like “ca_VA”. Let’s see what’s the opinion of other members of the team.

As Xavi says, for web applications, for valencian variant, better choice is using language code “ca_valencia” as moodle does. This is the language returned by navigator.language when it’s running on valencian.

  Yeah, the variant would b “valencia” (using @ or _ or – depends on how WordPress handles variants, libc uses @, but Mozilla uses -, etc).
  
  And “valencia” is the valid variant subtag approved by IANA (see https://en.wikipedia.org/wiki/IETF_language_tag and https://www.iana.org/assignments/language-subtag-registry/language-subtag-registry)

We can create ca_valencian as a variant like de_DE_formal. It only means that it doesn’t get its own site. Let me know if that’s okay for you.

  If I’m not wrong, the de_DE_formal|default format, has one issue, as It wouldn’t be possible to download our valencian WP version directly from the web . There’s no other options to manage the creation of this variant?

IMHO ca_valencian is a good alternative. Confirm VA as Vatican Trademark.

  Thanks @ocean90! But there’s a typo: the IANA subtag is “valencia”, not “valencian” (that’s the English name). I just realized other people was talking about “valencian” instead… Sorry about that.
