So I would start by setting up the site and adding a page for potential translators to help out.
The development project is ready for translation at https://translate.wordpress.org/locale/mfe/default/wp.
Alongside WordPress itself, it’s good to prioritize translating the projects that ship with it first – The default themes Twenty Sixteen, Twenty Fifteen, Twenty Fourteen and Akismet.
