Request for removing gsw locale

We discussed this a couple of times already with some of the GTEs such as @swissspidy and @grapplerulrich. I was the only one against removing Swiss German (gsw), because I thought someone might find it useful and pick it up again, but it has now been inactive for 8 months and the initial creator @swissky is no longer interested in maintaining it, either.

The main problem pointed out be @bedas is that some contributors are confused about which localeLocale Locale = language version, often a combination of a language code and a region code, for instance es_MX denotes Spanish as it’s used in Mexico. Also, as gsw is spoken Swiss German, not the officially written form, it always was more of a fun project than a real locale.

Important note: de_CH formal and informal should remain unaffected by the removal of gsw.

I just saw that @aliyanage is also GTEGeneral Translation Editor A General Translation Editor (often referred to as GTE) is a person, who has global access to validate strings on all projects for a specific locale., so if any of the GTEs has any objection, please comment within the next 2 weeks or forever hold your peace. The deadline is July 13, 2016.
