Is it OK to use the literal characters…

Is it OK to use the literal characters such as the curly quotes ā€œ and ā€ instead of their character codes in translations? I know the use of HTMLHTML HTML is an acronym for Hyper Text Markup Language. It is a markup language that is used in the development of web pages and websites. entity codes such as ā€œ is discouraged due to compatibility issues, but is this the case with literal characters? They’re much less typo-prone than their numeric codes (ā€ and such).
