New repository for storing sensitive terms

As part of our Filter and blur sensitive results by term matching #377 project the OpenverseOpenverse Openverse is a search engine for openly-licensed media, including images and audio. Find Openverse on GitHub and at https://openverse.org. team needs a new GitHubGitHub GitHub is a website that offers online implementation of git repositories that can easily be shared, copied and modified by other developers. Public repositories are free to host, private repositories require a paid subscription. GitHub introduced the concept of the ‘pull request’ where code changes done in branches by contributors can be reviewed and discussed before being merged be the repository owner. https://github.com/ repository created. The group @WordPress/openverse-sensitive-content-reviewers should be administrators of the repository. This repository will house a README and a .txt file containing a list of sensitive terms.

The repository should be called WordPress/openverse-sensitive-terms. It’s possible this repository will be renamed in the future to expand in scope beyond Openverse.
