2 Interview Scheduled: The organizer has been vetted and ready for a one on one with a deputy.
3a Needs Site: The interview was a success and the organizer is ready for a contract, budget, site, and supporting docs.
3b Rejected: The interview was NOT a success and the organizer has been given directions for follow-up.

6 Budget Approved: The deputy has approved the budget and the date has been set.
