Approval for #1203-meta (call for speakers sign-in)

Currently, when someone submits a proposal to speak at a WordCamp, they’re required to log in to their WordCamp.org account, so that we can automatically draft Speaker and Session posts for the talk, which saves a lot of time for the organizer.

In #1203, @rhyswynne requested that the requirement become optional, because several potential speakers complained about having to create an account. More details are available in the ticket.
