The concept of accessible design ensures both “direct access” (i.e. unassisted) and “indirect access” meaning compatibility with a person’s assistive technology (for example, computer screen readers). These can be free in the WordPress.org Plugin Directory https://wordpress.org/plugins/ or can be cost-based plugin from a third-party which adds tooltips to some links and input fields within the admin area where it’s felt appropriate.

I’ve commented on my findings directly into the Docs blog. You can see my comments here: https://make.wordpress.org/docs/2014/02/04/ah-o-update-3-february-2014/
