Accessibility Handbook Update

Today I started to add subsections to the Accessibility Handbooks Contributor Spreadsheet and while I was looking over other Handbooks (Docs in particular) I decided it might be best to streamline content even further to separate Informational content about the team, mission, etc from the actual Resource for Developers.  Documentation has a Docs Handbook for their section as well as links to other Handbooks for Developers.  I’d like to see AccessibilityAccessibility Accessibility (commonly shortened to a11y) refers to the design of products, devices, services, or environments for people with disabilities. The concept of accessible design ensures both “direct access” (i.e. unassisted) and “indirect access” meaning compatibility with a person’s assistive technology (for example, computer screen readers). (https://en.wikipedia.org/wiki/Accessibility) follow that format and have reached out to @sewmyheadon and @topher1kenobe to get some insight into how they approached the process.
