My thoughts on improving search:
Perhaps create a universal searchbox that can change context via a Dropdown submit button. Clicking on the button main part of the button would initialize the search. Clicking on the down arrow would let you choose a context and would initialize the search after clicking on a choice. (See sketches)
Default context would change depending on the page. Plugin Directory would show Plugin search, etc.
If we switch to one universal searchbox like this, the header searchbox seems to detached from the content. Perhaps move it closer to content area (in page header, rather than universal header) (see sketches).
I like the main-focus of some of the pages on search (ex. http://wordpress.org/extend/plugins/), but the sidebar searchboxes are really transient (sometimes there, sometimes not there).
Let me know if I’m totally off base.
