Couldn’t find the resolution to this previous thread about TwentyTen theme still being included in 3.5.x.
The theme files still exist under 3.5 branch:

For consistency with en package, we’d like to exclude TwentyTen from Japanese package. Is there such an option?

As of 3.5, language files for the default themes are included in wp-content/languages, and are loaded. This solves the issue of updates from the theme directory overwriting language files.
Even though it is inconsistent, I intended for Twenty Ten to be left in the international builds for 3.5, so those language files could be propagated to the many sites out there that could benefit from them. In 3.6, Twenty Ten can then be removed from the international builds, probably with Twenty Eleven also, as Twenty Thirteen will be out and core will be sticking to two bundled themes.
