I have read there is no need to translate wp-admin/setup-config.php …
I see the strings for this file are included in the POT file.
Just built a new locale RC wordpress version to try if it works properly:

http://ar.wordpress.org/builds/ar/tags/3.4/wordpress-3.4-RC1-21007-ar.zip

I tried to install it but the translation does not appear. strings still displayed in English.
