There are some projects, where I could not find entry for te_IN, for instance, http://translate.wordpress.org/projects/android/dev. In such a case, should I make a request for such projects for telugu translations? Or Can I create one?

I’ve added te_IN to Android, Blackberry, iOS and Windows Phone in the meantime.
