You can Download the .po file from the http://translate.wordpress.org/projects/wp/3.4.x by selecting your language, if already present.
If not then post a request for your language at http://make.wordpress.org/polyglots/
I assume persian is already 90% translated at http://translate.wordpress.org/projects/wp/3.4.x/fa/default
You can just go there in Glotpress, login and finish translating the remaining strings online.
