Could you also make him a validator on translate.wordpress.org?

He already is the admin (as you are). Keep in mind that rosetta sites don’t have the “Administrator” profile, just “Editor”, which works as an admin.

Just for completeness, an “Editor” can add users with the same profile, no need to request here
