If they are not dead, why haven’t they been validating any strings in the last few months?

Manners go a long way, particularly when you’re just getting started here. You’re not helping your argument in any way by being rude, and yes, wasting my time. If you have questions as to the inner workings of the French translation community, please discuss that with them.
For the record, and since I am the Ployglots’ team lead, I have an exact idea of what I’m talking about. Since you, on the other hand, seem to be a little unclear on how we operate, let me spell that out for you:
It is indeed possible that sometimes teams or team leads disappear from the radar and are impossible to reach (this is most definitely not the case here). That would be one of the very few circumstances in which the leads of the Polyglots’ community would intervene directly in substituting one team’s leads/validators for others. Teams should organize themselves, without the need for chaperons. Also, this Polyglots team leads cannot conceivably be familiar with the dynamics of more than a hundred languages and cultures currently active.

We used to manage the bbPress translation up until it was turned into a plugin, when we kinda lost track of the project, I’ll admit that.
We’ll take the time to bring the bbPress translation up to speed in the coming days.

One way to fix this problem would be to have the interface in Glotpress let you export non-validated strings. Or have the interface in Glotpress let you download previously validated strings (which may or may not be outdated).
At the moment, it’s impossible to download the strings if they haven’t been validated.
“Team should organize themselves” is a nice statement but falls short when it hits reality: we end up with substandard products, we don’t end up solving the problem. Especially when we have automated alternatives that let us workaround the inherent laziness of the community. I wonder where a project like “Linux” would have been if we had relied on letting “people organize themselves”.

Generically, you seem to be looking for a quick fix to your specific, individual problem, rather than be worried about the consistency and coherence of the translations which benefit all users of the plugin.
This is an open-source project. If you don’t agree with how something is implemented or find it has bugs, you can either submit patches (which are very welcome) or fork the whole thing, i.e. create your own translation and maintain it (less welcome, but hey, that’s life).
I am not aware that the Linux project was initiated as a diktat from above where “they” didn’t “let the people organize themselves”. Sure, it has coordinators, a core team and plenty of contributors, an hierarchy of sorts.
What you still don’t seem to get is that that’s exactly how each language team operates, including the French team. Being abrasive to the general Polyglots team is pointless (actually it is my opinion that being abrasive in general is mostly pointless), as we are the mere enablers of those teams, we do not dictate how they should operate.
In short, I’d recommend you get in touch with the team, help out where you can and generally ameliorate your karma by contributing your insights. All stand to gain, including you.
