Should we translate tags such as the following, or are they only used in autoamted theme searches?

This string will not show up in the UI, so do what you wish. They are included by makepot but we can probably get away with removing that specific header at this point.

Yes, it would be fine to not include (and translate) strings which are not needed (and displayed). They should be removed from Twenty Ten and Twenty Eleven.
