You may be interested in this proposal by Demetris, http://op111.net/80. (Related Trac ticket: http://core.trac.wordpress.org/ticket/14972.) He is suggesting we create a small pool of common strings for core, which can then be re-used by plugins and themes. Check out his proposal and if you have an opinion on it, let it be heard.

I am 1000% for this. It would make our jobs significantly easier and maybe the start of something even more useful in GP, namely the indication of a strings’s “functional context” (imagine a translator/team dedicated to handling dashboard strings only)
