Yes, of course. It’s just the polite thing to do, i.e. let the original validator(s)/maintainer(s) know about it. Int he future they’ll be able to handle team permission themselves.

Can you let me know where the latest version of the Welsh translations are? The only ones I’ve been able to find so far have been those at http://svn.automattic.com/wordpress-i18n/cy/trunk/messages/cy.po and http://svn.automattic.com/wordpress-i18n/cy/trunk/messages/cy.mo. I’ve noticed the odd typo so I’m trying to check if they’ve been updated. And, if I understand things correctly, it looks as if there are still some things to translate. Is that right, or have I misunderstood?
I have a couple of sites on the go that have to be bilingual and I’m planning to use WPML for them – or at least I am for the static(ish) content that they hold. The one with the most resources is http://www.wales-legislation.org.uk/. It is currently being redeveloped to use WP + CodeIgniter. The other is http://friendsofcefnonn.org.uk but I’ve only just started with that so the site you see is just a holding site. They got some grant money and one of the conditions is that the site is bilingual.
The Wales Legislation Online site employs (at the moment) a translator and I was intending to ask her to take a look at the cy.po file: but if the version I’ve got hold of is an old one I obviously need to update it first.
